Updating the path environment variable vista

When I attempt to update the PATH in Advanced System Properties and click OK, the %WINDIR% variable is no longer available.

I am then unable to access any command that uses the %WINDIR%\System32 variable to locate an executable.

It's not like this change will permeate effects throughout the OS.(2) It's a few man days of work.

Let's say that as a super-exaggerated-extreme estimate, it is still only a few months of work.(3) Nobody was dependent on the current behavior.(4) Everybody hated the current behavior.

This script is tested on these platforms by the author. If the version is old or you get the error java: Command not found, then the path is not properly set.I have to use system restore to get it back but then I lose my PATH changes.I have a system PATH variable with the system level config.I use the user PATH variable to complement the PATH with user-specific config.
